The proposed Constitutional Treaty for Europe represented a significant milestone in the long process of European integration, seeking to consolidate the Union's legal and institutional foundations in a single document. Scholars and legal experts examined how the text would have reorganized the distribution of competences between the Union and its member states, clarifying who does what and at which level. The draft constitution also addressed fundamental rights, incorporating the Charter of Fundamental Rights and strengthening the protection of citizens across the Union.
